Amend CSHB 1 (house committee printing) in Article VI of the bill, following the bill pattern appropriations to the Commission on Environmental Quality, by adding the following appropriately numbered rider:

____.  Study on Municipal Solid Waste Facilities Near Residential Areas. The Commission on Environmental Quality, using funds appropriated above, shall conduct a study of the areas surrounding facilities operating under a municipal solid waste permit issued by the commission. The study must focus on facilities located near residential areas and the socioeconomic and racial composition of those residential areas. The commission shall report the results of the study to members and members-elect of the 85th Legislature not later than December 31, 2016.
