Amend CSHB 1 by adding the following appropriately numbered riders to the Railroad Commission of Texas Budget pattern on page ____.

____. Transfer Authority. Notwithstanding limitations on appropriation transfers contained in the General Provisions of this Act, the Texas Railroad Commission is hereby authorized to direct agency resources and transfer such amounts appropriated above between appropriation line items.
