Amend CSHB 1 (house committee report) as follows:

(1)  Reduce the amount of the Article VII appropriations to the Texas Lottery Commission for Strategy A.1.12, Retailer Commissions (page VII-8), by the estimated amount equal to one-half of one percent of gross sales each state fiscal year of the biennium beginning September 1, 2015.

(2)  In Article VII, following the appropriations to the Texas Lottery Commission, strike Subsection (b) of Rider 9 (pages VII-10 and 11).

(3)  Adjust the article totals and methods of financing accordingly.
