Amend CSHB 1 (house committee printing) by adding the following appropriately numbered rider in Article VII after the appropriations to the Department of Transportation:

____.  Expenditures for Tolled Highways. Unless prior approval of the expenditure is granted by the governor and a majority of each house of the legislature, the Department of Transportation may not spend any money appropriated by this Act for:

(1)  the planning or construction of a tolled highway for which a design or construction contract was not entered into before September 1, 2015; or

(2)  the conversion of a non-tolled highway to a tolled highway for which a design or construction contract was not entered into before September 1, 2015.
