Amend CSHB 1 (house of committee printing) in Article I of the bill following the appropriations to the Employees Retirement System of Texas (page I-36) by adding the following appropriately numbered rider:

____. Study Related to Diabetes in State Employees; Prevention Program. Out of funds appropriated to the Employees Retirement System of Texas by this Act, the retirement system shall:

(1)  in consultation with the Texas Diabetes Council created under Chapter 103, Health and Safety Code:

(A)  assess the prevalence of prediabetes among state employees; and

(B)  based on directly observed data:

(i)  develop an economic analysis of the implementation of an evidence-based diabetes prevention program as defined by the Centers for Disease Control and Prevention; and

(ii)  evaluate the reduced risk of diabetes and cost savings to the retirement system related to the implementation of such a program;

(2)  if the economic analysis and prevalence data justify it, in consultation with the Texas Diabetes Council and the retirement system's third-party administrator, scale and implement a cost-effective Type 2 diabetes prevention program for state employees; and

(3)  not later than August 31, 2016, report to the legislature and the governor on the results of the economic analysis and evaluation and on any action taken based on the analysis and evaluation.
