Amend CSHB 1 (house committee printing), in Article VII of the bill, by striking Rider 34 following the appropriations to the Texas Workforce Commission (pages VII-39 and VII-40) and substituting the following:
34.  Rapid Response Workforce Development Services. Out of amounts appropriated above to the Texas Workforce Commission in Strategy A.2.1, Skills Development, up to $5,000,000 in general revenue funds for the state fiscal year ending August 31, 2016, and up to $5,000,000 for the state fiscal year ending August 31, 2017, may be used by the commission to provide grants to public junior colleges and public technical institutes to assist the colleges or institutes with rapid curriculum development, instructor certification, the development of customized training programs specific to business needs, and necessary training equipment to provide workforce training leading to certification and employment and related rapid workforce development support services for businesses expanding or relocating to a rural or urban community in this state.
