Amend CSHB 1 (house committee report) in Article IX, Part 7, of the bill, following Section 7.12 (page IX-41), by adding the following appropriately numbered section:

7.____. Monthly Report on Unexpended Funds under Spending Limit. It is the intent of the legislature that, using money appropriated by this Act, the Legislative Budget Board provide the legislature and the public with a report on the capacity remaining for spending under the constitutional spending limit. To that end, beginning in the first calendar month of the second quarter of the fiscal year beginning September 1, 2016, the Legislative Budget Board shall make a monthly report that compares the total amount of expenditures from state tax revenues not dedicated by the constitution across all items of appropriation during that state fiscal biennium and the amount of appropriations that could be expended during that state fiscal biennium from state tax revenues not dedicated by the constitution as established by the Legislative Budget Board under Section 316.002(a)(3), Government Code. Not later than the 15th day of each month, the Legislative Budget Board shall deliver each monthly report to the legislature and publish each report on the Legislative Budget Board's Internet website.
