Amend CSHB 1 in Article V of the bill following the appropriations to the Department of Public Safety by adding the following appropriately numbered rider:

____. Study of Traffic and Economic Impact Related to Increased Traffic Enforcement in Border Region. It is the intent of the legislature that the Department of Public Safety, using funds appropriated to the department by this Act:

(1)  conduct a study of the economic impact and the impact on motor vehicle traffic relating to the increase in personal and commercial traffic enforcement in the Texas-Mexico border region; and

(2)  prepare a report of the findings of the study for submission to the legislature not later than December 31, 2016.
