Amend CSHB 1 (house committee report) in Article X of the bill, following the appropriations to the House of Representatives, by adding the following appropriately numbered provision:

____. Content of Fiscal Notes. It is the intent of the legislature that, in using money appropriated to the Legislative Budget Board for the purpose of preparing fiscal notes in accordance with Chapter 314, Government Code, the Legislative Budget Board must ensure that each fiscal note contains the following information in a clearly identifiable format:

(a)  the estimated appropriation or appropriations that would be required to be included in the General Appropriations Act for the following state fiscal biennium to fund the probable costs of the proposed bill or resolution; and

(b)  the probable costs of the proposed bill or resolution to each of the following entities likely to incur costs:

(1)  a board, commission, department, or other agency in the executive branch of state government created by the constitution or a statute of the state;

(2)  an institution of higher education as defined by Section 61.003, Education Code;

(3)  a legislative agency, not including either house of, and not including a member of, the legislature; or

(4)  the supreme court, the court of criminal appeals, a court of appeals, or a state judicial agency.
