Amend CSHB 1 (house committee printing) as follows:

(1)  Under the Article XI appropriations to the University of Houston (page XI-9), add the following appropriately numbered rider:

____.  William P. Hobby Center for Public Policy - Medical School Study. In addition to the amount appropriated under Article III to the University of Houston, the amount of two hundred thousand is appropriated from the general revenue fund for each state fiscal year of the state fiscal biennium beginning September 1, 2015, to the University of Houston for the University's Hobby Center for Public Policy to analyze and report on the need for a school of medicine that is dedicated to family practice and community health as part of the University of Houston's Health Science Center initiative. The report shall be submitted to the Legislative Budget Board and the Governor no later than November 30, 2016.

(2)  Adjust the article totals and methods of financing accordingly.
