Amend CSHB 1 (house committee printing) as follows:

(1)  Under the Article XI appropriations to Texas Southern University (page XI-11), add the following appropriately numbered rider:

____.  Hold Harmless Funding. In addition to the amount appropriated under Article III to Texas Southern University, the amount of $3.8 million is appropriated from the general revenue fund for the state fiscal year ending August 31, 2016, and the amount of $6.6 million is appropriated from the general revenue fund for the state fiscal year ending August 31, 2017, to Texas Southern University for the purpose of mitigating any unforeseen funding concerns related to changes in the formula funding parameters used for the university, including changes related to unexpected and significant decreases in enrollment and natural disasters.

(2)  Adjust the article totals and methods of financing accordingly.
