Amend CSHB 1 (house committee printing) as follows:

(1)  Under the Article XI appropriations to Texas Southern University (page XI-11), add the following appropriately numbered rider:

____. Texas Southern University Institutional Enhancement. In addition to the amount appropriated under Article III to Texas Southern University, the amount of $1,850,000 is appropriated from the general revenue fund for each state fiscal year of the state fiscal biennium beginning September 1, 2015, to Texas Southern University for the purpose of funding a summer academy for students who require developmental education, accreditation continuation for the university's colleges and schools, the Mickey Leland Center for Environment, Justice, and Sustainability, and an administrative computing center.

(2)  Adjust the article totals and methods of financing accordingly.
