Amend CSHB 1 (house committee printing) in Article XI, following the items for General Academic Institutions/TSTCs/LSC (page XI-12), by inserting the following appropriately numbered contingent rider:

____.  Contingent Rider: Distant Site Upper Level Academic Programs. Contingent on the enactment of HB 35 or similar legislation of the 84th Legislature, Regular Session, 2015, relating to the amount of the discount allowed for prepayment of sales and use taxes, it is the intent of the legislature that the amount of $3,400,000 is appropriated out of the general revenue fund to The University of Texas at Tyler for each fiscal year of the state fiscal biennium ending August 31, 2017, to support additional faculty, equipment and supplies, student support services, and upper level academic programs offered at sites other than the main campus of the university, including at the Houston Engineering Center and the University's Palestine campus.
