In Article I of the bill, in the bill pattern for the Trusteed Programs within the Office of the Governor on page I-53, add the following appropriately numbered rider and renumber any subsequent riders accordingly:

____.  Texas Enterprise Fund Community Improvement. Amounts appropriated above in Strategy C.1.4, Texas Enterprise Fund, the Trusteed Programs within the Office of the Governor shall ensure that at least 10 percent of the funds awarded shall be to recipients locating to areas with an unemployment rate above the state average in counties with a population above 4 million according to the most recent U.S. Census.
