Amend CSHB 1 (house committee printing) as follows:

(1)  In Article XI of the bill, under the appropriations to the Department of State Health Services, add the following appropriately numbered rider and renumber subsequent riders accordingly:

____.  HIV Medication for Certain Inmates in County Jails. (a) In addition to amounts otherwise appropriated to the Department of State Health Services by this Act, $896,400 for the state fiscal year ending August 31, 2016, and $896,400 for the state fiscal year ending August 31, 2017, is appropriated out of federal funds received under the federal Ryan White HIV/AIDS Program for the purpose of providing HIV medication to outbound inmates in the Harris County jail.

(b)  The department may not reduce the amount of money provided to Harris County under any strategy in Goal A, Preparedness and Prevention, of the Article II appropriations to the department in order to provide the funds allocated under Subsection (a) of this section.

(2)  Adjust the article totals accordingly.
