Amend CSHB 1 as follows:

(1)  In Article XI, add the following contingency rider:

Mental Health Unit: Out of the above appropriation from the general revenue fund to the Texas Department of Criminal Justice for Strategy C.1.8, Unit and Psychiatric Care, the amount of $1,500,000.00 for the fiscal year ending August 31, 2016 and the amount of $1,500,000.00 for the fiscal year ending August 31, 2017 shall be used to provide mental health in-patient treatment to inmates diverted or removed from administrative segregation and to expand TDCJ's capacity to provide in-patient treatment of inmates with serious mental illness.
