Amend CSHB 1 as follows:

(1)  In Article XI, add the following new rider:

Matching Funds for Ferry Vessel Purchase. Contingent on a finding of fact by the Comptroller of Public Accounts at the time of certification of this Act that sufficient revenue is estimated to be available from the general revenue fund, there is hereby appropriated to the Department of Transportation such amounts as may be available (not to exceed $3,000,000) for the purpose of providing state matching funds to the Corpus Christi Regional Transit Authority, operating under Chapter 451, Transportation Code, for the purchase of ferry vessels. Appropriation of these amounts is also contingent upon certification of local funds, revenues, donations, and in-kind contributions for the same purpose representing one-half the total costs of the ferry vessels and required docking facilities. Any unexpended balances as of August 31, 2016, in appropriations made to the Department of Transportation under this section are hereby appropriated for the same purpose for the fiscal year beginning September 1, 2016.
