Amend CSHB 1, Article II, as follows:

Sec. ____. Texas Medicaid Wellness Program. Out of funds appropriated above in Goal B, Medicaid, the Health and Human Services Commission shall develop and implement a biometric wellness screening program to help identify at-risk patients in the Texas Medicaid program to improve health quality and outcomes, in accordance with Government Code, Section 531.0981. The Commission shall provide biometric wellness screenings to at least twenty-five percent of the Texas Medicaid population. The Commission shall select the vendor(s) to provide the biometric wellness screening services through a competitive procurement process. The Commission shall analyze data relating to the provision of those screening services to demonstrate the cost effectiveness for statewide implementation and submit findings to the governor and the Legislative Budget Board on or before August 31, 2016.
