Amend CSHB 1 (house committee printing) by adding the following appropriately numbered provision under the Article II appropriations to the Department of State Health Services (page II-43):
____. Restriction on Changes to NorthSTAR Behavioral Health Program. The Department of State Health Services may not spend money appropriated to the department for the state fiscal biennium ending August 31, 2017, for implementation of a new behavioral health service delivery system in North Texas or to implement changes to the NorthSTAR Behavioral Health Program.
