Amend CSHB 1 (house committee report) in Article V of the bill, following the appropriations to the Department of Criminal Justice, by adding the following appropriately numbered rider:

____. Locations of Contracted Halfway House Beds. Out of the amounts appropriated above, the Department of Criminal Justice may contract for halfway house beds in locations where contracts existed for that purpose on August 31, 2015, provided that the number of contracted halfway house beds in those locations may not exceed the number of contracted beds on August 31, 2015. Any additional contracted halfway house beds must be limited to locations in this state other than the metropolitan statistical areas in which contracted beds were located on August 31, 2015.
