Amend CSHB 1 (house committee report) in Article V of the bill by adding the following appropriately numbered rider following the appropriations to the Juvenile Justice Department (pages V-23 through V-25) and renumbering subsequent riders accordingly:

____. Appropriation Transfers Between Goal B Strategies. Notwithstanding any limitation on transfer authority prescribed by this Act, the Juvenile Justice Department may transfer appropriations between strategies in Goal  B (State Services and Facilities) in an amount not to exceed 25 percent of the appropriation item from which the transfer is made for the fiscal year.
