Amend Amendment No. 381 by Herrero to CSHB 1 (page 211 of the prefiled amendment packet) by striking the text of the amendment and substituting the following:

Amend CSHB 1 (house committee printing) in Article XI, immediately following the provisions for the Department of Public Safety by adding the following provisions:

____. Reduction from Extraordinary Operations. Reduce the general revenue appropriations to the Department of Public Safety for Strategy B.1.4, Extraordinary Operations, by $2,000,000 for each year of the state fiscal biennium beginning September 1, 2015.

____. Appropriation for Crime Laboratory Services. In addition to other amounts appropriated by this Act, $2,000,000 for each year of the state fiscal biennium beginning September 1, 2015, is appropriated from the general revenue fund to the Department of Public Safety for Strategy E.1.1, Crime Laboratory Services, to be used to outsource evidence testing for the purpose of reducing the Department of Public Safety Crime Laboratory backlog.
