Amend CSHB 1 (house committee printing) as follows:
(1)  Reduce the Article V appropriations to the Department of Public Safety for Strategy B.1.1, State Grants to Local Entities (page V-34), by the amount of general revenue appropriated for that strategy for the state fiscal year ending August 31, 2016, and by the amount of general revenue appropriated for that strategy for the state fiscal year ending August 31, 2017.
(2)  Increase the Article I appropriations from the general revenue fund to the Trusteed Programs within the Office of the Governor for Strategy B.1.1, Criminal Justice (page I-52), by the amount of general revenue appropriated to the Department of Public Safety for Strategy B.1.1, State Grants to Local Entities, for the state fiscal year ending August 31, 2016, and by the amount of general revenue appropriated to the Department of Public Safety for Strategy B.1.1, State Grants to Local Entities, for the state fiscal year ending August 31, 2017.
(3)  In Article I, following the appropriations to the Trusteed Programs within the Office of the Governor, insert the following appropriately numbered rider:
____. Grants for Border Security. Money appropriated above to the Trusteed Programs within the Office of the Governor for Strategy B.1.1, Criminal Justice, may be used to award grants to local law enforcement agencies to support Operation Border Star. Not later than December 1 of each state fiscal year, the Office of the Governor shall provide a report to the Legislative Budget Board summarizing the outcomes of the preceding state fiscal year's grants awarded as described by this rider. The Department of Public Safety and the Legislative Budget Board shall collaborate with the Office of the Governor to establish accountability and outcome standards for the awarding of the grants. The accountability standards must include, but are not limited to:
(1)  uses of the grant funds by local entities;
(2)  the effects of the awarding of the grants on realizing a more secure border region, as described by Article IX, Section 7.11(a), (b), or (c) of this Act; and
(3)  measures employed to ensure grant funds are expended for the intended purposes.
(4)  Adjust totals and methods of financing accordingly.
