Amend CSHB 1 (house committee printing) in Article V, following the appropriations to the Department of Public Safety, by inserting the following appropriately numbered contingent rider:

____. Contingent Rider: Texas Transnational Intelligence Center. Contingent on the passage and becoming law of HB 11, or similar legislation of the 84th Legislature, Regular Session, 2015, creating the Texas Transnational Intelligence Center, out of the money appropriated above to the Department of Public Safety for Strategy B.1.1, State Grants to Local Entities, the department shall allocate at least $250,000 in each fiscal year of the state fiscal biennium ending August 31, 2017, for operations of the Texas Transnational Intelligence Center.
