Amend Amendment No. 413 by E. S. Turner to CSHB 1 (page 327 of the prefiled amendment packet) by striking the text of the amendment and substituting the following:

Amend CSHB 1 (house committee printing) in Part 9, Article IX, by adding the following appropriately numbered section:

Sec. 9.____. Contingent Restriction: Restriction on Allocation of Appropriated Amounts. Contingent on the passage and becoming law of HB 283 or similar legislation by the 84th Legislature, Regular Session, 2015, requiring certain governmental bodies to make audio and video recordings of open meetings available on the Internet, money appropriated by this Act for information technology may not be allocated to a state agency unless:

(1)  the state agency meets all requirements under Subtitle A, Title 5, Government Code, that relate to providing access to public information; or

(2)  the money is allocated to the state agency for the sole purpose of complying with the requirements under Subtitle A, Title 5, Government Code, that relate to providing access to public information.
