Amend CSHB 1 in Article II of the bill, following the appropriations to the Department of Family and Protective Services (page 11-29), by adding the following appropriately numbered rider:

____. Study on Professional Caseload Standards. It is the intent of the legislature that the Department of Family and Protective Services, using available funds appropriated by this Act and in conjunction with the Legislative Budget Board:

(1)  conduct a study to develop professional and other caseload standards and recommendations for minimum and maximum caseloads for each type of caseworker employed by the department; and

(2)  make recommendations based on the study to the executive commissioner of the Health and Human Services Commission not later than April 1, 2016.
