Amend CSHB 1 (house committee printing) by adding the following appropriately numbered provision under Article II appropriations to the Department of Family and Protective Services (page II-42):
39. Timely Replacement of Caseworkers. Out of existing appropriations, the Department of Family and Protective Services shall develop a program to provide for the timely replacement of caseworkers with trainees hired using data forecasting of vacancies in targeted areas of the state. In developing the program, the department shall consider the turnover rate for caseworkers by region.
