Amend CSHB 1 (house committee printing) as follows:

(1)  In Article V of the bill (page V-34), in the appropriations to the Department of Public Safety, reduce the appropriations from the general revenue fund to the Department of Public Safety for Strategy B.1.5, Recruitment, Retention and Support, by the amount of $3,000,000 for the 2016-17 biennium.

(2)  In Article II of the bill (page II-44), in the appropriations to the Department of State Health Services increase the appropriations from the general revenue fund to the Department of State Health Services, by the amount of $300,000 for each fiscal year of the 2016-17 biennium for each of the following strategies: B.1.1, Provide WIC Services; B.1.2, Women & Children's Health Services; B.1.3, Family Planning Services; B.1.4, Community Primary Care Services; and B.2.2, Mental Health SVCS-Children.

(3)  In Article II of the bill, in the bill pattern for the Department of State Health Services on page II-46, insert the appropriately numbered rider and renumber any subsequent riders accordingly:

____. ADDITIONAL COMMUNITY HEALTH SERVICES FUNDING FOR AT-RISK COMMUNITIES. The amount of $300,000 for each fiscal year of the 2016-17 biennium for each of the following strategies: B.1.1, Provide WIC Services; B.1.2, Women & Children's Health Services; B.1.3, Family Planning Services; B.1.4, Community Primary Care Services; and B.2.2, Mental Health SVCS-Children, the Department of State Health Services shall provide additional community health support to municipalities where both the poverty and population rate are higher than the state average.
