Amend CSHB 1 (house committee report) in Article II of the bill, following the bill pattern appropriations to the Department of State Health Services, by adding the following appropriately numbered rider:

____.  Prohibition on Use of Appropriations for the Private Operation of a State Hospital. Funds appropriated by this Act to the Department of State Health Services may not, without approval from the Legislative Budget Board, be used:

(1)  to solicit bids from a private entity for a private entity to operate a state hospital; or

(2)  to pay a private entity to operate a state hospital.
