Amend CSHB 1 (house committee printing) in Article II of the bill immediately following the appropriations to the Health and Human Services Commission (page II-73) by adding the following appropriately numbered rider and renumbering subsequent riders accordingly:

____.  Preparing a Section 1115 Waiver for Medical Assistance Funding. It is the intent of the legislature that the Health and Human Services Commission negotiate with the secretary of the United States Centers for Medicare and Medicaid Services to prepare a Section 1115 Medicaid waiver. The goal of the waiver is to:

(1)  use the funds appropriated above to maximize federal medical assistance funding, including by receiving that funding through a block grant, to provide Medicaid benefits to individuals whose annual household income is at or below 138 percent of the federal poverty level;

(2)  provide the state with the flexibility to tailor Medicaid expansion and encourage the personal responsibility of Medicaid recipients through premium sharing and stipulations reducing the cost of emergency room care;

(3)  protect currently insured residents of this state; and

(4)  use the state's health care resources more effectively.
