Amend CSHB 1 (house committee printing) in Article II of the bill immediately following the appropriations to the Health and Human Services Commission (page II-73) by adding the following appropriately numbered rider and renumbering subsequent riders accordingly:

____.  Preparing a Waiver for State Innovation. It is the intent of the legislature that the Health and Human Services Commission negotiate with the secretary of the United States Department of Health and Human Services and other appropriate federal agencies as soon as practicable to prepare a waiver for state innovation issued under Section 1332 of the Patient Protection and Affordable Care Act (42 U.S.C. Section 18052) effective January 1, 2017. The goal of the negotiation is to prepare waiver to use the funds appropriated above for the fiscal year ending August 31, 2017, to maximize federal funding, including funding through a block grant, to promote personal responsibility with respect to health care, reduce the number of uninsured residents, protect currently insured residents, and reduce health care costs.
