Amend CSHB 1 in Article II of the bill, following the appropriations to the Health and Human Services Commission (page II-73), by adding the following appropriately numbered rider:
____. Identification and Implementation of Cost Containment Initiatives. It is the intent of the legislature that the Health and Human Services Commission:
(1)  identify and implement potential cost containment initiatives throughout the health and human services system, including initiatives that consolidate duplicative functions and, to the extent permitted by any existing contract, transfer operations performed by private contractors that may be more cost-effectively performed by a health and human services agency; and
(2)  on or before the 45th day of the fiscal year beginning September 1, 2015, and on or before the 45th day of the fiscal year beginning September 1, 2016, submit a written report regarding cost containment initiatives identified and implemented under Subdivision (1) and any additional initiatives, including initiatives requiring potential legislation, the Health and Human Services Commission recommends implementing to the governor, lieutenant governor, speaker of the house of representatives, Legislative Budget Board, and each standing committee of the senate and house of representatives having primary jurisdiction over matters relating to health or human services in this state.
