Amend CSHB 11 (house committee printing) as follows:

(1)  On page 12, line 23, strike "the counties on the Texas-Mexico border."

(2)  On page 12, line 23, insert "all Texas counties." before "The Texas Department"

(3)  On page 12, line 27, strike "in a county located along the Texas-Mexico border"
