System updates will be applied on February 19, 2026 at 6:00 PM. These updates will include changes to the user interface. Work is expected to take approximately 30 minutes to complete, during which the site will be unavailable.
Amend CSHB 11 (house committee printing) on page 13, between lines 10 and 11, by inserting:
(d) Notwithstanding any other law, if the Texas Department of Public Safety enters into a contract that exceeds $5,000, including a contract entered into under Section 2155.137, Section 2157.068, or Subchapter I, Chapter 2155, Government Code, to carry out any provision of this section, the department must:
(1) use competitive bidding;
(2) for a contract entered into under Section 2155.137, receive prior approval from the comptroller before entering into the contract; and
(3) follow all other applicable state and federal contracting rules.
