Amend CSHB 11 (house committee report) on page 15, between lines 2 and 3, by inserting the following:
(e) It is a defense to prosecution for an offense under Subsection (a)(2) that the individual who was encouraged or induced to enter or remain in this country is determined by the United States attorney general to be a refugee, as defined by 8 U.S.C. Section 1101.
