Amend CSHB 11 by adding the following appropriately numbered SECTION to the bill and renumbering the remaining SECTIONS of the bill as appropriate:
SECTION ____.  Subchapter A, Chapter 411, Government Code, is amended by adding Section 411.0151 to read as follows:
Sec. 411.0151.  RURAL BORDER COUNTY WORKFORCE PLAN. (a) In this section, "rural border county" means a county with a population of less than 100,000 that is adjacent to the Texas-Mexico border.
(b)  The department shall conduct an assessment to determine:
(1)  the appropriate workforce levels in each rural border county necessary to:
(A)  deter drug smuggling, smuggling of persons, and other criminal activity in the county; and
(B)  adequately patrol the county; and
(2)  the effects of drug smuggling on other rural counties in this state.
(c)  Based on the results of the assessment, the department shall develop and implement a plan to ensure that the department assigns the appropriate number of commissioned officers to each rural border county.
