Amend CSHB 11 on page 10, between lines 6 and 7, by inserting the following:
(f)  Except as provided by Subsection (g), the director may use the services of the reserve officer corps in a county adjacent to the Texas-Mexico border for not longer than 60 days.
(g)  The director may extend the services of the reserve officer corps in a county adjacent to the Texas-Mexico border for a longer period than the period prescribed by Subsection (f) only after the director reports to the governor, the lieutenant governor, and the speaker of the house of representatives:
(1)  the reasons the director needs to continue to use the services of the reserve officer corps in that area;
(2)  the estimated length of the continued service; and
(3)  the reasons commissioned officers of the department are not able to adequately secure the border area without the assistance of the additional officers.
