Amend CSHB 32 (house committee report) by striking SECTION 4 of the bill (page 2, line 10) and substituting the following appropriately numbered SECTION of the bill:

SECTION ____.  This Act takes effect January 1 of the year following the year in which the Texas Supreme Court renders a final judgment in the cause of action known as "The Texas Taxpayer & Student Fairness Coalition, et al.; Calhoun County ISD, et al.; Edgewood ISD, et al.; Fort Bend ISD, et al.; Texas Charter School Association, et al.; and Joyce Coleman, et al. v. Michael Williams, Commissioner of Education, in his official capacity; Glenn Hegar, Texas Comptroller of Public Accounts, in his official capacity; the Texas State Board of Education; and the Texas Education Agency," but only if the court holds with respect to each claim alleged by the plaintiffs in that cause of action that this state's system of financing public schools is constitutional. If the court holds with respect to any claim alleged by a plaintiff in that cause of action that this state's system of financing public schools is unconstitutional, this Act has no effect.
