Amend HB 966 on third reading by adding the following appropriately numbered SECTION to the bill and renumbering subsequent SECTIONS of the bill accordingly:

SECTION ____.  The Employees Retirement System of Texas shall conduct a study on the implementation of the consumer-directed health plan administered by the system to determine actuarial impact, premium cost fluctuations, health care utilization rates, the status of the risk pool, and the ages of those who opt into the system. Not later than January 1, 2020, the Employees Retirement System of Texas shall submit a report to the governor, the lieutenant governor, the speaker of the house of representatives, and members of the legislature containing the results of the study.
