Amend CSHB 1903 (house committee printing) as follows:
(1) On page 1, line 8, between "FUNDING." and "Each", insert "(a)".
(2) On page 1, line 8, between "biennium," and "the governing board", insert "beginning with the state fiscal biennium ending August 31, 2019,".
(3) On page 1, between lines 14 and 15, insert the following new subsections, appropriately lettered, and reletter the remaining subsections of added Section 130.1222, Education Code, accordingly:
( ) For the state fiscal year ending August 31, 2017, the governing board of Blinn Junior College District shall direct a proportionate amount of any funds appropriated to the district based on contact hours to each district campus with a student enrollment of at least 1,000 based on the total amount of tuition and fees collected at that campus. This subsection expires January 1, 2019.
( ) In its financial accounting and reporting practices, the governing board of Blinn Junior College District shall ensure that expenditures made with respect to a district campus are accounted for as expenditures for that campus.
( ) This section expires September 1, 2025.
(4) On page 1, lines 15 and 16, strike SECTION 2 and substitute the following appropriately numbered SECTION to the bill:
SECTION ____. On the effective date of this Act, any rider in the General Appropriations Act of the 84th Legislature, Regular Session, 2015 (HB 1), governing the appropriations to public community/junior colleges and providing for the proportional allocation of appropriated funds among campuses of the Blinn Junior College District has no effect, regardless of the relative dates of enactment of that Act and this Act.
