Amend HJR 77 (house committee printing) as follows:
(1) On page 1, line 13, insert the following WHEREAS clause so as to read:
(2) "WHEREAS, The federal government has abused its power in the form of warrantless wiretapping of the American citizens conducted by the National Security Administration as authorized by the federal "Patriot Act; and"
(3) And on page 3, line 14, add:
(4) "to limit the power of the federal government to conduct warrantless surveillance of American citizens,"
