Amend HR 4 by striking page 76, line 26, through page 77, line 6, and substituting the following:

(a-1)  The chair of the appropriations committee shall send a copy of the general appropriations bill to the Legislative Budget Board for the preparation of a dynamic economic impact statement, specifically including the number of state employees to be affected and the estimated impact on [private-sector] employment by the private sector and local governments in Texas as a result of any change in state expenditures made by the bill as compared to the biennium preceding the biennium to which the bill applies.
