Amend HR 4 by striking page 181, line 22, through page 182, line 1, and substituting the following:

Sec. 7.  MEETINGS; MINUTES. (a) To adjust differences between the house and senate, [House] conferees [when meeting with senate conferees to adjust differences] shall meet in public and shall give not less than four hours [a reasonable amount of] notice of the meeting in the place designated for giving notice of meetings of house standing committees. Each [Any such] meeting shall be open to the public and news media. The conference committee shall keep and file minutes of its meeting in the manner provided by Rule 4 and the minutes shall indicate the date and time of each posting of notice. Any conference committee report adopted in violation of this subsection [private] shall not be considered by the house.
