Amend HR 4 (adopting the permanent rules of the house) in Rule 13, Section 9, by amending Subsection (i) to read as follows:

(i) Permission granted by a resolution under Subsection (f) of this section shall suspend the limitations only for the matter or matters clearly specified in the resolution, and the action of the conference committee:

(1) shall be in conformity with the resolution; and

(2) is void if taken in anticipation of the adoption of the resolution.
