Amend HR 4 (adopting the permanent rules of the house) in Rule 8 by adding the following appropriately numbered section:
Sec.____. BILLS INCLUDING LEGISLATOR EXEMPTION OR PRIVILEGE. (a) Except as provided by Subsection (b), the house may not consider a bill that proposes to:
(1) exempt a member of the legislature from a requirement of law that would otherwise apply to the individual if the individual was not a member of the legislature; or
(2) grant a special privilege to a member of the legislature that would not be available to the individual if the individual was not a member of the legislature.
(b) This section does not apply to a bill that proposes a law that governs the operations, powers, or duties of the legislative branch or that relates directly to an individual's service as a member of the legislature.
