Amend HR 4 as follows:
(1) On page 80, line 10, between the period and "The committee" insert "(a)".
(2) On page 80, between lines 17 and 18, insert:
(b) A committee may not consider a committee substitute in a public hearing unless the substitute has been posted on the public Internet website of the house at least 24 hours before the substitute is first laid out in the hearing. The committee may suspend the requirement of this subsection by the affirmative vote of a majority of the members of the committee present, provided that the chair take immediate action to ensure that:
(1) the substitute is posted on the public Internet website of the house as soon as practicable; and
(2) copies of the substitute are immediately made available in suitable number to members of the public attending the hearing.
