Amend HR 4 (adopting the permanent House Rules for the 84th Legislature) as follows:
(1) On page 16, line 3, after the semicolon, strike the word "and".
(2) On page 16, line 5, insert "and" after the semicolon.
(3) In Rule 2, Section 2, add Subsection (Q) to read as follows:
(Q) the parliamentarian's written explanation on the final ruling on a point of order, which includes the citation of any house or congressional precedents used in determining the ruling, as provided in Rule 14, Section 8;
