Amend HR 4 as follows:

(1)  On page 32, lines 13-15, strike "for the purpose of ensuring that an appointed officer is acting in the best interests of the state agency or institution for which the officer is appointed".

(2)  On page 32, lines 19-20, strike "and affiliated entities, foundations, or related support groups".
