Amend CSSB 11 (senate committee printing) by adding the following appropriately numbered SECTION to the bill and renumbering subsequent SECTIONS of the bill accordingly:

SECTION ____.  The Texas Higher Education Coordinating Board shall conduct a study of the cost of implementing the provisions of Chapter 411, Government Code, as amended by this Act, including the cost of posting the notice described by Section 30.06, Penal Code, and of any additional training, security, or insurance coverage that are deemed necessary to implement this Act by an institution of higher education or private or independent institution of higher education. To the extent practicable, an institution of higher education or private or independent institution of higher education shall cooperate with the Texas Higher Education Coordinating Board in its conduct of the study require by this Act. The Texas Higher Education Coordinating Board shall issue a report of the study, with recommendations regarding reduction of the fiscal impact of this Act on institutions of higher education and private or independent institutions of higher education, for consideration by the 85th Legislature.
