BACKGROUND AND PURPOSE

 

Current law provides for the issuance of a specialty license plate for recipients of various military awards and medals, many of which include parking privileges such as a parking meter fee exemption. Interested parties note that this fee exemption does not apply to a recipient of the Distinguished Flying Cross medal to whom the corresponding specialty license plate is issued. H.B. 168 seeks to recognize the service of the Distinguished Flying Cross medal recipients by providing them with certain parking privileges.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 168 amends the Transportation Code to include a vehicle on which a specialty license plate issued for a person who has received the Distinguished Flying Cross medal is displayed among the vehicles exempt from the payment of a parking fee collected through a parking meter charged by a governmental authority other than a branch of the federal government when being operated by or for the transportation of the person who registered the vehicle.

September 1, 2015.
